If the "bump" sincerely affects our wages as dramatically as the decades of tears harvested by its story, I agree. It is peculiar why it hasn't been our negotiations primary objective. (or at least of the top 3 objectives)

I hope the RRECS is not just a political "indispensability" card.

Trying to get a better line on this. Aside from DPS standards, which was a comparison of LLV & POV demonstrated daily times, when/what standards were affected (reduced) in negotiation/arbitration due to the "bump", aka incentive.

There are several. DPS went from 30 TO 43. Way back, there was the actual size ruling that raised the letter size TO 6 1/8 AND THAT was once a flat. Other collateral damage rulings like the 80% deal where a rigid article inside "something" must take up 80% of the packaging. A license plate tightly wrapped is a parcel but that same plate in a flat size envelope is a flat because the tag does not take up 80% of the envelope. Then there has been the assault on the higher time value items like C.O.A . For example, we used to get the set time standard for filling out the COA right then. Now, it's dump them into outgoing mail and IF you see the sticker before count ends, you get 20 seconds. Minutes lost there . Of course, there is always the red lining that goes on because any given District does not like that a given route may actually gain a minute or two. There are a bunch more including but in no way at all whatsoever limited to disastrous Step 4 rulings that have just decimated our pay system.

Might as well throw in what I refer to as THE MARK UP MASSACRE where we once received credit for EACH PIECE and then the P.O. changed that to bundle. For example, you once had say 10 F.O.E. ( utf ) and 10 ANK, and 10 NSN. Okay, at 15 seconds EACH MARK UP ; that would make 4 mark ups equals one minute. So, in the example listed that is 30 mark ups which would be 7 minutes and 30 seconds. 4 goes into 30 seven times with 2 remaining at 15 seconds each. Now, with the bundle massacre, the examples listed are currently only 3 mark ups which is still at 15 seconds but now the total credit is 45 seconds. And that is just an example FOR ONE DAY DURING COUNT.
