new postmaster maybe harassing older carrier

new postmaster caught mid 70s carrier coming in early yesterday. Today, pm was observing carrier while casing. Carrier is on a frozen aux route, as he received territory from an overburdened route. Route will be unfrozen after this mail count. Can pm tell carrier how fast he should be out of the office if the actual evaluation of the route is unknown?
 
Pms can NOT harass carriers older than 50 years due to being "slow". That carrier only has to ask that pm to check into older carriers being forced to work faster.

The age is 55 and mgmt cannot harass any carrier no matter the age. There are exceptions for 55 or older but they still have to be within e hours of the weekly evaluation. Mgmt can also give assistance if they want the carrier back sooner.

i know its a short term fix. but his evaluation is unknown at this point. So how do they know if he is within the limits of being over evaluation?

The new eval was given with the added territory. Even if not completely accurate it is the eval and time as such to finish weekly. I wouldn’t concentrate on the eval, I would concentrate on how that carrier is being treated differently than any other carrier. That can only be proven if others in your office are also having issues meeting weekly eval.

where is the new eval at? there have been no new forms given to the carrier that i know of?
 
Our aux was given a new eval when it was created and its shows on updated 4240. If the 4240 does not show it, management is slacking. I would suggest them contacting rep, just to make sure everything is on the up and up.
this aux route has been in existence for 10 years. It was only added to 18 months ago. It is expected to become a full time route in september. Ill have to see if i can get a hold of his 4240 to see what it says.

Keep in mind as it is still an aux route. If management has issues with time it takes to run, and if they go over 40 hrs. Management can offer assistance to keep them under 40 hrs each week. They can also choose to start progressive discipline on said carrier. Like i said compare this carrier to other carriers also working over eval. I would contact rep so they are made aware of the issue. They can guide the carrier on what to do next if anything.

There is no one to help. We are one carrier short already. I'm not sure what kind of hours he is actually being credited for.

Operational and Performance Rules
    • Carrier Office Time Exceptions: An obscure internal provision in postal guidelines allows management to make specific adjustments or evaluations for letter carriers who are over age 55 and have served continuously for 25 years or more if they struggle to meet standard office time benchmarks, provided their overall conduct is satisfactory.

    • M-39 rule: If you case slower than the 18 and 8 standard, management will evaluate your office time using 18 and 8. However, section 242.214 reads: “An exception may be made for carriers who have served continuously for 25 years or more or are over 55 years of age. Before making an exception, determine that the carrier cannot meet the standard office time and that his or her conduct and performance are otherwise satisfactory. The office time allowed for an exempted carrier must be reasonable and be determined by management.”

Former pm looked the other way.
I just wonder if this carrier would go into OT weekly if they didnt start their day working off the clock. Might the new PM just want all hours logged proper? The former PM wasnt doing any favors by.letting the carrier hide time. We shouldnt have to make concessions when the eval isnt proper for current volume or pace.
It takes what it takes. I dont know a rural that would stay at work longer than is necessary. We all do the work to the best of our abilities so we can get home as soon as we can.
The eval is just an average from the past, and volume definately isnt static.

If the weekly time required to serve the route consistently varies more than
three hours, either below or in excess of the route’s standard hours,
managers should consider corrective action. Exceptions may be made for
carriers 55 years of age or older, and carriers who have served continuously
for 25 years or more, provided that their conduct and efficiency are
satisfactory. When it is demonstrated that a carrier 55 or over cannot confine
total working time to 48 hours per week or less, the route will be adjusted.
 
I am assuming the carrier in OP is an RCA on an aux.
By the way it was described, I assume its a 6 day aux.

every carrier has their own pace. as long as there is no purposefully dilly dally, shouldn't management allow earlier arrival to accomodate a slower paced carrier?
The standards are an average time to complete a task. We shouldnt be pressured to perform at an unreasonable pace.
