"The postmaster was not logging into the scanner as a rural carrier and not sure if they were doing all the required rrecs scans."
-- Not ever having dealt with RRECS, but from this web site, others have posted about RADAR, which I'll guess is a listing of scans and other duties performed ( anyone? ). Politely request the PM provide print outs of any of the route's information.
"The route evaluation did not change at all the last MMS and the PM had already been doing it for 3 months at that point so I'm being optimistic that it won't have a negative effect."
-- IMHO, either the PM has been doing a good job - or never submitted data for the route!
-- Is the route mapping up to date as well as the Edit Book? If so, good on the PM! If not, you've got some catching up to do!
"It wasn't frozen. It's never been cut or adjusted since the implementation RRECS. It's the only route in the office."
-- That should be troubling as RRECS has been active for awhile.
