When route is being delivered by non-carrier (long term)

Just took over a route that has been vacant for the last 8 months or so. Not only vacant but was being delivered by the postmaster most days. The postmaster was not logging into the scanner as a rural carrier and not sure if they were doing all the required rrecs scans. How will this effect the upcoming evaluation? By the time the MMS ends, I will have been doing the route for 4 weeks. The route will have been run by a rural carrier approx 4 months out of the last year.

It's predetermined every route loses an hour or two every MMS (just kidding but may not be far from the truth). The postmaster has screwed that route just the same as somebody out on an injury. 8 months of nobody caring or just getting it delivered as fast as they can.... this route could lose 3-4 hours. the Post Office says nobody logging on should give the route an average for the day. Nothing you can do at this point. PLEASE COME BACK AND LET US ALL KNOW WHAT THE ROUTE COMES BACK AS AND WHAT IT USED TO BE ALSO. This is the kind of problems the Union should track and study

What are your average load and end of shift times? Every 10 minutes of each one separately is 1 hr lost. Say 20 for both separately thats ballpark 4 hrs lost eval. That does not include all the other supposedly optional scans which also add time. If I were you I would assume 5 hrs minimum lost. Plan for a climb of a year to get an accurate eval. Next September you will see an accurate eval fyi.

well...as accurate as rrecs allows with its gaps

Will do. The route evaluation did not change at all the last MMS and the PM had already been doing it for 3 months at that point so I'm being optimistic that it won't have a negative effect.

You could ask to see many of the days of load times, EOS times, and other delivery records for your route. Especially when your pm was delivering. Use the missed/extremely low load times and Eos times to PROVE your pm was sabotaging your route. Or just grieve that management wasn't training previous employees that ran your route to enter proper scans.

Just something to keep in mind ; was this route adjusted and frozen and this was the reason the evaluation did not change ? Take a look at the last three or four 4241A and look at the standard hours and minutes. Hopefully , whether the route is frozen or not, your PM was diligent and conscientious with ALL of the RRECS scans / entries each and every day. We all are hoping all the best for you in this situation.

yes, I was thinking it's probably frozen, too

It wasn't frozen. It's never been cut or adjusted since the implementation RRECS. It's the only route in the office. Unless a route can be frozen for another reason I'm unaware about. I'll have to request those old 4241A forms and look them over.

Okay , thanks for the info. Those 4241A SHOULD be in the route book at the case. Maybe not four previous copies but there should be the last two / three in there. Sounds like the route is gonna' hold up !!!

Amazonmbie -- "Just took over a route that has been vacant [ only route in the office ] for the last 8 months or so. Not only vacant but was being delivered by the postmaster most days."

-- How did you get this route?

-- If the PM wasn't delivering the route, then who did - if anyone!?

-- Any chance of contacting the last regular carrier?

-- What was the route's classification and standard hours when the previous carrier left the route and current classification and standard hours now?

"The postmaster was not logging into the scanner as a rural carrier and not sure if they were doing all the required rrecs scans."

-- Not ever having dealt with RRECS, but from this web site, others have posted about RADAR, which I'll guess is a listing of scans and other duties performed ( anyone? ). Politely request the PM provide print outs of any of the route's information.

"The route evaluation did not change at all the last MMS and the PM had already been doing it for 3 months at that point so I'm being optimistic that it won't have a negative effect."

-- IMHO, either the PM has been doing a good job - or never submitted data for the route!

-- Is the route mapping up to date as well as the Edit Book? If so, good on the PM! If not, you've got some catching up to do!

"It wasn't frozen. It's never been cut or adjusted since the implementation RRECS. It's the only route in the office."

-- That should be troubling as RRECS has been active for awhile.

-- Has there been any new homes or businesses on the route since RRECS began?

-- Please keep us in the loop.

The route hasn't had a stable regular in quite a while. The last regular was hired as a regular green and didn't stick around long. It has been posted district wide a few times and I bid on it this time that's how I got it. While it didn't drop the last MMS. It is still significantly under evaluated imo but that's to be expected with a route vacant for so long. It's not a bad route and has a lot of potential to grow with a steady regular maintaining it.
