Ok, let me correct that then... anything lighter than 2 lbs is counted with letters & flats collected. Last count I recall Priority didn’t matter the weight to be counted as a parcel collected in box 22.Items do not need to be priority to count under prepaid pickup items. Check with national. Pretty sure the entire western US wouldn't be getting credit if only priority counted. Even standard t-shirts count.
Look up in the 2020 mail count guide on the Union website...
*Express, Priority, & Return Service— count in column 22 REGARDLESS OF WEIGHT
*Other Prepaid Parcels OVER 2 lbs count in column 22
