For example, you cannot sequence packages in any way shape or manner on load time other than by sectors in the truck, period. If you put packages in sequential delivery order it is factored into the office time pay and supported by the PO 603. Even large parcels. Something like that, as one example, could be disciplined since it's in direct violation of the policy
I don't know about that one. I see this in The 603 ;
262 Loading Vehicle
262.1 General
Load all mail in the vehicle so that it is in sequence of delivery to ensure that
no time is lost on the route searching for the proper bundles and
parcels or
containers.
Then, I see this in The M-38 , Section 344.26 ;
During the loading process, the carrier places the parcels in sequence of delivery in the
vehicle.
I can, however, kinda' see where you would make the statement you made. On page 69 of The RRECS Guide there is this ;
Standard S019 (Organize Large Parcels) is applied next and covers all time involved in
handling, organizing, marking, and loading large parcels into the hampers or other
conveyance equipment. This standard is 0.5157 minutes (30.9 seconds) and is applied
to the 52‐week average of large parcels received. Standard S020 (Organize Small and
Medium Parcels) covers all time involved in handling, sorting and either casing or
otherwise placing in delivery order all small and medium parcels, then placing them into
the conveyance for loading. This standard is 0.2367 minutes (14.2 seconds) and is
applied to the 52‐week average of small and medium parcels received.
You notice at the beginning of the definition of the time standard, for the large parcels it states "organize" and does NOT mention "sequence" or "place in delivery order" while for small and medium parcels the phrase "placing them into delivery order" is used. I take "organize" to refer to straightening out and placing the parcels so they are resting on their respective flat bottoms , sides, etc. Of course, about half of all of the above is moot because in the very same Guide there is this ;
When the carrier delivers an item with a barcode, they indicate on the MDD, where that
parcel was delivered: either Mailbox, Parcel Locker, or Door.
The credit applied to each
item depends on where it is delivered, period. If the carrier indicated the item was
delivered to the mailbox or a parcel locker, the item is credited as a small‐medium
parcel. If the carrier indicated the item was delivered to the door, it is credited as a
large parcel.
