For routes that have cbus/ centralized boxes only, how to make the coverage factor go up?

Since rrecs started, my coverage factor stays around 50%. I know for a fact I deliver to more than 50% of my address daily.

CBU routes are strictly credited by WSS/Boxholders & Informed Visibility (DPS, some flats, & packages) only way to raise is to cheat. Don’t get caught doing it.
But again my question is why was this allowed to be in place if the coverage factor was known to be an issue? Never should have been put in place til big issues such as coverage factors and others were address.
The Union filed a step 4 to stop the implementation of RRECS but the Postal Service is the employer and will do what they want. The Union has to build a case to see if there’s a contractual violation.

There’s the dispute process for a reason. If you think your coverage factor is off, dispute it.
 
If it’s flawed by 12 percent, then all route should automatically credit the 12 percent every mms until fixed!
The 12% was our offices' non sanctioned study, led by me (trouble maker) to get at real numbers. Our offices are suburban, upscale, get lots of flats, coverage, DPS, you name it. Typical route is about 400 deliveries. ( except apartment routes, 600)

Do I think mine is off?? Yes but that's due to the plant screwing the mail up majorly. Getting hammered 2 days a week and getting absolutely nothing the other 4 days.

Here's let me explain my coverage factor and why it is clearly a plant issue that is affecting my pay, and filing a dispute on it won't do crap.

#1 Msparks/red plum They are suppose to come out last Tuesday each month. So far we have yet to receive Sept and wanna bet they show up on Monday like they have 3 of the last 4 months? How much you think that affects coverage? I would say quite a bit because if I mark them on Monday compared to Tuesday, coverage is nearly 100% on Monday without them whereas Tuesday there isn't :poop: :poop: :poop:. Mail not showing up when it should.

#2 Newspaper. They ship Thursday to plant since last month. They are suppose to show up Saturday. So far they have shown up Saturday once, Monday once, Wednesday once, and we have yet to receive last Thursday paper when the new edition is being printed today. Again showing up on Monday doesn't benefit me at all.

What will dispute do when the USPS isn't doing their job at the plant???? It won't do :poop: :poop: :poop: :poop: .

Oh since RRECS I have lost 8% coverage and another 3% on my CBU which just had its 2nd count with its own coverage and it will just keep dropping.

What absolutely floored me, when speaking to engineers and their students, was no one thought or was told to consider a non service box may need to be checked on occasion. Things happen - mail misdelivered to box in error, collection mail, flyers, 10 day hold events, notes from customers. There should have been a factor for those things. Rather than design a system to exclude everything but a barcode.

And don't get me started on the GPS data that can never be accurate due to geography and barriers.

The whole system is severely flawed in its calculations. Yes, parcel times have increased. However, the entire system self updates to short carriers without notification in any way.

If they wanted self updates, the union should have fought for notification of specific route updates with sign-off prior to implementation. The current edit book verification is easily manipulated and bypassed causing much harm through ignorance.

It's just my sad opinion but, I could never support rrecs as currently implemented. It's too flawed against carriers. It didn't have to be. But, the union really tanked on direction and engineer oversight.

Exactly. I can't in any way shape or form support RRECS current format. Just too many flaws.

I mean good example of this. I have to go down a 1/4 quarter mile lane to check mail box because person does put outgoing mail. I have to go down turn around and see whether she has outgoing or not? Instead as I told supervisor, what's point of going down the lane if person don't have any mail because picking up outgoing isn't going to give me credit besides half second EoS for tossing it in outgoing. Yes I do get travel time, but what's point if you have no mail?

2 solution, both of which I don't see happening.

#1 You get 100% coverage

#2 You get xx% coverage factor and the difference to 100% is given at a smaller credit because as you said you have these other issues and oh what about boxes you have to slow down to see if they have outgoing or not? Again the lack of awareness of this stuff is what frustrates me with RRECS.

#3 CBU coverage factor needs major overhaul

So example, I have 85% coverage as of now. I get 15% at smaller credit. Also CBU coverage factors needs to be fixed.

Technically, you are compensated for the travel time to go down that lane. However, stopping and opening box would not be compensated without delivering DPS, coverage or package. If you are not driving the entire route daily, the software will update and delete anything not driven repeatedly. Same with bad gos areas, no data.

Cbu routes without high parcel volume are just ------ . And the carriers on those highrise edit routes are still screwed because of lack of footage for time factors.
 
The problem is not enough carriers are taking part in the study so the data isn’t enough to file a step 4.
I was told yesterday it much kinder words it’s not worth my time to get a sanctioned study done. Reason being I am a 48k and I won’t gain anything out of it….. maybe your area is different, but in mine they would rather easy wins vs actually working.

It doesn’t matter when mail shows up. We’re counted all year. If you’re not doing the work, RRECS won’t pay you for it. On the day you get that full coverage, you enter the scan for it and your route will receive 100%.

When you don’t have a full coverage, your Coverage Factor is based on informed visibility and bread crumb data.

You and I both know, you ain’t delivering to 100% of your route everyday, and the Post Office knows this which is why coverage factor was created. The Post Office did not want to continue to pay us to deliver 100% of our routes when they know that’s not the reality.

You can request a dps review whenever you want. Personally, I wouldn’t bother because as you said you’re a 48.

You scan the activity when you deliver the item. If you're doing the majority of the work on Monday and nothing Tuesday thru Friday, why would you want to get paid for something you’re not doing?

I think they are pointing out due dates of when it was supposed to be delivered by. The plant held it back to give on a later date. Which does negatively impact routes and usps knows it. That being said we deliver everything everyday regardless when due date is past or present. I will ask for managements approval to hold over a second or third wss, boxholder if due date is at a Later time.

I get it. The point I’m making is that you’re not delivering to 100% of your route on the days you don’t have a house to house. Why do you want to get paid for work you’re not doing?

The Plant isn’t out to get your office or route. They don’t give a crap about coverage factor. They have to push the mail out just like everyone else. You get it when you get it and there’s function assigned for us to get credit.

It doesn’t matter what day you get 100% if you only have one day that’s 100%.
