VERA Rumors

Staffing in most crafts are already short, with hiring not happening why would they do something like that! If they had young less expensive employees waiting in the wings than maybe it would make sense!

If they do something like this, and we get so short staffed, I may start looking elsewhere and I bet a bunch of other people will do the same.
 
I noticed the article said "a management hiring freeze".

I guess this could be interpreted that the hiring freeze does not applying to the people that actually do the work of handling mail. That would make sense, as hiring would have to occur if lots of carriers took early retirement. There simply would not be enough bodies to run routes.

There are already not enough bodies to run routes on some days.

Agreed. As much as I would love to see it happen for personal reasons, I will be shocked if it does. I found this on the OPM site:

"5. Can my agency simply offer VERA and/or VSIP to all our employees? Unless your agency needs to eliminate all positions in the agency or a component, a general “blanket” VERA and/or VSIP is not permissible under the law and regulations. VERA and VSIP are tools that can help an agency/component reshape from a current state, to a future desired state. It’s important for agency leaders and workforce managers to be thoughtful about identifying the specific positions and functions that need to be reduced or eliminated. Without careful planning, an agency could end up incentivizing the wrong people to leave, and find itself in the position of not having the right people remaining to effectively deliver on its mission and essential functions. And because positions that are vacated due to VERA and/or VSIP must be abolished or restructured, an agency could find itself in a bind if the wrong jobs are included in a VERA and/or VSIP offering."

The fact that we're already shorthanded in the middle of a once-in-a-century pandemic coupled with operational changes that have already caused severe mail delays across the country, I would think this isn't the time to institute a major reorganization of the Postal Service.
 
The only way the machine would work with rural craft is if the off chance that Congress actually does some good for workers and let rural s buy Back the wasted years RCAing. If it would claw back some bonus cash it would happen quickly. So one never knows what's coming down the pipe. Except the one sitting on the sh*tter .they know.

there was a bill floating earlier called (I think) “the federal retiree retirement fairness act”, that would allow part time employees to buy back their time, but it died somewhere. Maybe it will rise up again, although I’m nervous about any bill in congress using the word fairness.

If I follow, to have a VERA as suggested on the table there needs to be a major change we do not know about coming up. For example: Temporary workers becoming a larger part of the work force through some type of emergency measure.

A bill like it is constantly floated, then dies somewhere. Happens year after year, with maybe a year or two off. I've stopped getting my hopes up.
I predict there will be a Vera offered....for upper management types to move them off of the payroll. Craft will NOT be included.
I understand much of our district dead-wood cleared out on the retirement train after the new PMG was installed. (PM says that's why we can't get timely edit book processing.)
The carrier who trained me decades ago told me to never expect the rurals to be included in any VERA. At that time clerks and city carriers were offered one with time and cash incentives.

Your pm saying retirements is reason your edit books are not done in a timely manner sounds like a bunch of BS. The ppl who do the edit books (IMO) are not high enough on the mgt chain to be effected by new PMG !
