NRLCA Mini Survey Info is posted

Tanking evaluations are not good news for the management either. Fewer people to manage? Less supervisors needed; downgrade of office level equals less money for the postmaster AND the higherups will continually be on the dreaded conference calls demanding that there should be no reason why the carriers can't make their evaluations. It is definitely a case of "be careful what you wish for, you just might get it." In postal world there is definitely a trickle-down theory.
100%!!! Not ONLY will the rural carrier craft suffer from RRECS (IF IT STAYS IN FORCE?) it is a domino effect-MANY will reap!!!

What are Violations of Union Duties?​

The role of a union is to support employees on matters like wages, benefits, and workplace health and safety. Some violations of union obligations include:

  • Threatening employees with job loss unless they support the union
  • Refusing to pursue employees’ complaints because they criticized the union or because they were not union members in states where union security clauses are not permitted
  • Striking over issues that are not related to employment or work

Is it Retaliation against employee who validly resigned from the Union ( or never joined )
to refuse to provide details related to RRECS related evaluation procedures?

This! It’s the fact none of us can validate anything. We’re supposed to just “trust” the PO. But it’s in the PO interest to pay us as little as possible so that’s a clear conflict of interest.

Unless the NRLCA is planning a last minute grievance or NLRB complaint. But can those stop something from being implemented on such short notice?

The way I see it, there’s 3 potential ways this goes.

1. The USPS, has the data and shared the data with the union, and the union just didn’t tell us. Which would probably open the NRLCA up to a NLRB complaint by its members.

2. The USPS, has the data and didn’t share it with the union. Which would definitely look bad on the USPS behalf and would definitely open themselves up to a grievance or NLRB complaint. This would also bring the validity of the data into question if the USPS simply didn’t share it.

3. The USPS doesn’t actually have the data, and the NRLCA either knows or doesn’t know this. Which would definitely bring the validity of RRECS into contest. This would also shine negatively on the union for not pushing the issue.

Either way at least one of the parties here has dropped the ball massively. If it states data will be accessible to the carrier, and this doesn’t occur certainly this is a violation. All it would take is for people to file grievances over their October route evaluation and when the data isn’t there to support it welp the whole thing falls apart.
Even if the usps shows the data for the past year, what good is it? We can't prove if it's correct or not. Unless we can DAILY check the numbers, this system is ripe for cheating on the usps side. And yes they will cheat. Seen it for 30 years as they are always looking for savings. Until they get verification in place, rrecs should be on hold.

I agree with your sentiment.
I did post the USPS forms.
I will not post NRLCA items as Ruralinfo has received correspondence, from the NRLCA, regarding such postings.
I will leave it up to PostalTexan ( owner of this site) to post the info if they choose. And they have posted the info.

Am I overlooking this or is there not a place on the Rural Summary that gives the final evaluation for the route?

During prior Mail counts..... the sheets that were signed to certify results of the count had the evaluation time for the route and the option of high option.

Will carriers now choose prior to the evaluation of the route being known?
I noticed this too. I am not signing anything.
 
On the route summary sheet there is a portion to select high option, to be completed on the last day of the survey. I don't have enough time in as a regular carrier for the high option election. However, for carriers that can choose, shouldn't they be able to know their new RRECS evaluation BEFORE selecting high/low option????

I agree. I'm not signing without knowing my evaluation.

I spoke to my PM this morning about not knowing our new evaluation before we sign anything. I asked her how an eligible carrier can choose high/low option without knowing the new evaluation. She has no idea. She said in the old mail count system there was a way to run the numbers and get the evaluation. But the RRECS system for this isn't "live" yet. Unfortunately, a city carrier interrupted us right after she said that. I really wanted to question her further about it.

Maybe I’m overthinking but isn’t RRECS “ALIVE”? We aren’t being paid under its evaluation but we’ve been doing every other part. The only thing that should change in October is that we will be paid that evaluation. For RRECS to not be live means it’s not collecting data either. Of course the union did say the USPS isn’t sharing this data. Maybe it’s because they have no data to share? 🤔

That's why I wanted to talk more with my PM this morning. I want to know if she can access the 52 weeks of data that are going to make up my new evaluation. Can she show me those numbers? How often and when can I update the mapping on my route and make sure that nothing has been automatically eliminated?

So many questions....and continued silence from the NRLCA....
